Govt to expand DBT to 147 schemes by next March
Government is planning to expand Direct Benefit Transfer and double the number to 147 schemes by March next year.
Talking to a news agency, Finance Secretary Ashok Lavasa said government has launched pilots for paying subsidy on food, kerosene and fertiliser directly via bank accounts of beneficiaries.
Benefits and subsidies in 74 schemes of 17 government departments and ministries are paid directly to beneficiaries under DBT as of now.
Mr Lavasa said, the Centre has implemented 30 per cent of the recommendations of the expenditure management commission that was set up to suggest reforms to overhaul the subsidy regime and lower fiscal deficit.
He said government hopes to achieve accurate targeting of beneficiaries, weed out duplication, and curb leakages through DBT.

Railways launch 'Cleanliness Week'
Indian Railways marked the 'Swachh Paryavaran Diwas' (Clean Environment Day) by launching the Swachhta Saptah (Cleanliness Week) from Saturday.
Railway Minister Suresh Prabhu, while inaugurating the drive in New Delhi said the objective behind the initiative is to spread wider awareness on sanitation and cleanliness in rail premises and make hygiene a habit amongst the travelling public.
Mr Prabhu on the occasion also spelled out the Railway’s commitment by recounting the initiatives taken under the 'Swachh Rail Swachh Bharat Mission'.

India slips 10 notches in World Economic Freedom Index 2016

India has slipped 10 positions and ranks behind Bhutan (78), Nepal (108) and Sri Lanka (111) but stood higher than China (113), Bangladesh (121) and Pakistan (133) in the World Economic Freedom Index 2016. Hong Kong topped the index, followed by Singapore and New Zealand among 159 countries.
The Economic Freedom of the World: 2016 Annual Report, released worldwide on Friday by the Centre for Civil Society, a public policy think tank, along with Canada’s Fraser Institute, measures the degree of economic freedom in countries in five broad areas based on 2014 data -- size of government: expenditure, taxes and enterprises; legal structure and security of property rights; access to sound money; freedom to trade internationally and regulation of credit, labour, and business.
As per the report India has fared badly in all categories i.e. legal system and property rights (86), sound money (130), freedom to trade internationally (144) and regulation (132) except the size of the government (8).
The 10 lowest-ranked countries are Iran, Algeria, Chad, Guinea, Angola, Central African Republic, Argentina, Republic of Congo, Libya and lastly Venezuela. Other notable countries include the United States (16), Germany (30), Japan (40), France (57) and Russia (102).
“The economic freedom index of a country is directly proportional to the freedom and opportunities available to its citizens. People living in countries with high levels of economic freedom enjoy greater prosperity, more political and civil liberties, and longer lives. On the contrary, countries at the lower levels of freedom index tend to suppress its citizens’ freedom and rights” said Parth Shah, Founder and President, Centre for Civil Society, in a release.
In the top quartile, the average income of the poorest 10 per cent was $11,283, compared with $1,080 in the bottom quartile in 2014. Interestingly, the average income of the poorest 10 per cent in the most economically free nations was twice the average per capita income in the least free nations, says the report.
Life expectancy was 80.4 years in the top quartile compared with 64 years in the bottom quartile, while political and civil liberties were also considerably higher in economically free nations.

PM Modi launches irrigation and drinking water supply projects in tribal areas of Gujarat
Prime Minister Narendra Modi has dedicated the water supply and irrigation projects worth of 4800 crore rupees in Gujarat at Limkheda in tribal district of Dahod.
Mr. Modi has also handed over the forest land titles to the tribal people of Dahod and adjoining districts.
AIR correspondent reports that six water supply projects worth 1757 crore rupees and four lift irrigation projects worth another 2,000 crore rupees are under the Gujarat Vanbandhu Kalyan Yojna.
The six water supply projects will provide drinking water to about 21-lakh people residing in 960 villages including 23 settlements in Dahod, Mahisagar, Narmada and Chhota Udepur districts.
Similarly, the four lift irrigation projects based on Kadana- Karjan and Kakrapar Reservoirs will provide irrigation in 97,455 hectares of land in Dahod, Narmada, Mahisagar and Surat districts. Dahod district alone will get benefits for lift irrigation projects worth 1055 crore rupees from Kadana Reservoir and drinking water projects worth Rs.890 crore from the Narmada based Hafeshwar.
In another program, Prime Minister Narendra Modi will distribute Aids and Assistive Devices to the persons with Disabilities at Samajik Adhikarita Shivir at Navsari in South Gujarat.
The function was organized by Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment.
More than 11 thousand Persons with Disabilities will be provided free-of-cost assistive equipment worth 10 crore rupees.
This camp also holds the prospect of entering the ‘Guinness Book World Records’ in three categories namely most people fitted with hearing aid in eight hours, Largest wheelchair logo image and most oil lamps lit simultaneously at the single venue.
Prime Minister will depart for Delhi late this evening from Surat Airpot.

Union Water Resources Ministry signs MoU with Agriculture Ministry to take up organic farming
The Union Water Resources Ministry has signed an MoU with the Agriculture Ministry to encourage farmers of over 5,000 villages along the Ganga to take up organic farming, which will help curb pollution caused by chemical fertiliser-laden runoff in the river.
Union Water Resources Minister Uma Bharti and Agriculture Minister Radha Mohan Singh attended the MoU signing event in New Delhi Friday.
As per the MoU, the Agriculture Ministry will develop organic farming in over 5,000 villages along the Ganga with each Gram Panchayat representing a cluster under Paramaparagat Krishi Vikas Yojana.

Agencies in possession of Aadhaar number of an individual will not be allowed to publish or post the information publicly.
Agencies will have to ensure security and confidentiality of the 12-digit resident identification number under the Aadhaar Act.
Speaking to AIR, Unique Identification Authority of India CEO Ajay Bhushan Pandey said the move is to restrict sharing and circulation of Aadhaar numbers to ensure the information is not misused.
AIR correspondent reports, as per the rules, the core biometric information, collected by the Authority, cannot be shared with anyone for any reason. Any violation of the Aadhaar Act will constitute an offence and is punishable under the Act.
The agencies that collect the Aadhaar number will also have to specify whether submission of the number or proof of Aadhaar is mandatory or voluntary.
The regulations also provide for obtaining consent of the Aadhaar number holder for collection, storage and use of the same for specified purposes.

MOU signed between the GOI and AFDB for hosting the Bank’s Annual Meetings at Ahmedabad
India will be hosting the next Annual Meetings of the African Development Bank (AfDB) Group at Mahatma Gandhi Convention Centre, Ahmedabad from May 22 to May 26, 2017. 
This will be a mega international event to be attended by more than 5000 delegates from 80 member countries of the African Development Bank including the Governors, Alternate Governors, Executive Directors, policy makers and businesses.
A high level preparatory mission of AFDB, led by Ms NNENNA NWABUFO, Chairperson and Permanent Committee for Annual Meetings arrived in India on 6th September to visit and assess infrastructure and other facilities available at Ahmedabad and New Delhi.
The Secretary General of AfDB, Mr Vincent O. Nmehielle accompanied the delegation. The delegation met senior officers at Ahmedabad and at Dept of Economic Affairs, Ministry of Finance, New Delhi.
A MoU was signed between GOI and AFDB today regarding the holding of the Annual Meetings.  The MoU outlines the roles of Govt of India and AFDB.
The signatories to the MoU were Ms. Bandana Preyashi, Deputy Secretary (ADB-II/AfDB), Department of Economic Affairs(DEA), Ministry of Finance on behalf of the Government of of India and Mr Vincent O. Nmehielle, Secretary General of AfDB on behalf of the African Development Bank Group (AfDB).
The African Development Bank (AfDB) was established in 1963 with a view to promote the Economic Development and social progress of its regional members. India became member of the African Development Bank (AfDB) in 1983.  The Union Finance Minister and Secretary, Department of Economic Affairs (DEA), Ministry of Finance are the Governor and Alternate Governor of the Bank respectively.

Vice-President to leave for Venezuela to participate in 17th NAM Summit
Vice-President Mohammad Hamid Ansari will leave for Venezuela this afternoon to participate in the 17th Summit of the Non Aligned Movement or NAM.
The Summit is being held at Margarita Island in Venezuela on 17th and 18th of this month. The summit will be preceded by deliberations at the Ministerial and Senior Official levels.
17th NAM Summit is expected to bring together leaders from the 120 developing countries that are members of this Movement.
The NAM Summits are among the largest gathering of countries, after the United Nations.
India is one of the founding members of the Non Aligned Movement which came into being 55 years ago when leaders of 25 developing countries, including the then Prime Minister Jawahar Lal Nehru met at the 1961 Belgrade Conference.
The last NAM Summit was hosted by Iran in 2012.



I&B Minister Venkaiah Naidu asks media to refrain from sensationalism

Information and Broadcasting Minister M. Venkaiah Naidu has asked media to refrain from sensational reporting and focus on the truth.
Addressing the 49th convocation of Indian Institute of Mass Communication in New Delhi, Mr Naidu said, sensationalism has unfortunately become order of the day in the hunt for headlines.
He said journalists must ask hard questions but reporting should be based on facts.
He said presently in Parliament and assembly reporting, media is headlining the ruckus and sloganeering in the Houses at the cost of real issues related to agriculture and villages.
Mr Naidu said they project people who break law as heroes. Expressing concern over paid news, the Minister said journalist is for mission, not for commission and they should refrain from such activities.
He also stressed on the need for starting journalism courses in all Indian languages in IIMC. Mr Naidu said communication skills are very important in a democracy and there is a need to understand how to communicate and influence people.
He said information with confirmation is great ammunition against war on poverty, untouchability, terrorism and attack on women.
The Minister also stated how media scenario is changing rapidly due to social media and instant news is becoming the norm. On the occasion, Prasar Bharati Chairman Dr A Surya Prakash and other senior officials were also present.


Government reiterates, Jan Dhan Yojana continues to be robust scheme

Government today reiterated that the Pradhan Mantri Jan Dhan Yojana (PMJDY) continues to be a robust scheme which provides benefits even when there is no balance in the accounts.
Finance Ministry in a release said, government remains committed to adding value to the PMJDY by routing benefits directly into bank accounts under various schemes.
The Ministry said, PMJDY is a national mission for financial inclusion to ensure access to financial services, deposit accounts, remittances, credit and accident insurance.
It said, Jan Dhan accounts accounts can be opened with zero balance and there is no requirement of maintaining a minimum balance.
Finance Ministry said, over 24 crore Jan Dhan accounts have been opened and deposits of 42,000 plus have been received in these accounts.
In December, 2014, over 10.45 crore Jan Dhan accounts had deposits of eight thousand 353 crore rupees. The deposits have been rising steadily during this period.
About Pradhan Mantri Jan-Dhan Yojana (PMJDY):
Pradhan Mantri Jan-Dhan Yojana (PMJDY) is National Mission for Financial Inclusion to ensure access to financial services, namely, Banking/ Savings & Deposit Accounts, Remittance, Credit, Insurance, Pension in an affordable manner.
Account can be opened in any bank branch or Business Correspondent (Bank Mitr) outlet. PMJDY accounts are being opened with Zero balance. However, if the account-holder wishes to get cheque book, he/she will have to fulfill minimum balance criteria.
Special Benefits under PMJDY Scheme
a) Interest on deposit
b) Accidental insurance cover of Rs. 1 lac
c) No minimum balance required.
d) The scheme provide life cover of Rs. 30,000/- payable on death of the beneficiary, subject to fulfillment of the eligibility condition.
e) Easy Transfer of money across India
f) Beneficiaries of Government Schemes will get Direct Benefit Transfer in these accounts.
g) After satisfactory operation of the account for 6 months, an overdraft facility will be permitted
h) Access to Pension, insurance products.
i) The Claim under Personal Accidental Insurance under PMJDY shall be payable if the Rupay Card holder have performed minimum one successful financial or non-financial customer induced transaction at any Bank Branch, Bank Mitra, ATM, POS, E-COM etc. Channel both Intra and Inter-bank i.e. on-us (Bank Customer/rupay card holder transacting at same Bank channels) and off-us (Bank Customer/Rupay card holder transacting at other Bank Channels) within 90 days prior to date of accident including accident date will be included as eligible transactions under the Rupay Insurance Program 2016-2017.
j) Overdraft facility upto Rs.5000/- is available in only one account per household, preferably lady of the household.

Madhya Pradesh government to release White Paper on malnutrition
The Madhya Pradesh government will release a White Paper on malnutrition and maternal-infant mortality rate. Chief minister Shivraj Singh Chouhan has made an announcement in this regard.
AIR Correspondent reports that in a meeting in capital Bhopal, chief minister Shivraj Singh Chouhan instructed officials of the woman and child development and health department to launch a joint drive to remove malnutrition from the state.
A committee comprising woman and child development minister, health minister and other senior officials has been set up to make necessary arrangements for this.
In some media reports, it has been alleged that several children died due to malnutrition in Sheopur district. However, the state government has denied any such death.

India offers additional developmental assistance of one billion dollars to Afghanistan
India has pledged additional one billion dollars development assistance to Afghanistan for capacity building, strengthening democratic institutions, education, health, agriculture and energy.
The announcement was made after delegation level talks between Prime Minister Narendra Modi and Afghanistan President Ashraf Ghani in New Delhi.
During the talks, both countries called for eliminating all forms of terrorism in the region. In a joint statement after the talks, both countries agreed that terrorism is the single biggest threat to peace, stability and progress in the region and beyond.
Giving a stern message to Pakistan, they called upon the concerned to put an end to all support, safe havens and sanctuaries to terrorists.
Giving the highlights of the joint statement, Foreign Secretary S Jaishankar said, both leaders reaffirmed their resolve to counter terrorism and strengthen security and defence cooperation.
Mr Jaishankar also said, enhancing connectivity and liberalising visa regime were also discussed during the meeting.
India and Afghanistan also signed agreements on Extradition Treaty, Outer Space and Judicial Matters after the talks.
Later, the Afghan President spoke at the Institute for Defence Studies and Analysis. He said, the conflict in north-western parts of Pakistan and Balochistan is equivalent to a war. A huge number of Pakistani forces moved to Khyber Pakhtunkhwa and Balochistan and this violence needs to be covered by media.
Mr Ghani said, South Asia is reeling under two wars - one in Afghanistan which he said is not a civil war and the other in Pakistan.
Delivering a keynote address at a business meeting, Mr Ghani suggested setting up a Task Force by the Governments and Chambers of Commerce of India and Afghanistan to take the countries' strategic relationship forward.
He said, the allocation of 1 billion dollars by Prime Minister Narendra Modi towards rebuilding and future of Afghanistan is a statement of belief in the strategic partnership.
He underlined the need for business chambers of the two countries to contribute towards Afghanistan's efforts by setting up a target of 10 billion dollars in trade and investment in the next five years.
Speaking at the meeting, Minister of State for External Affairs General VK Singh said, the strategic partnership between India and Afghanistan has been growing steadily. He said, it is time to boost the relationship further by taking trade and investment to the next level.
The Minister said, the private sector needs to explore new avenues for partnership and must engage in creating capabilities and capacities, allowing Afghanistan to rebuild its economy and providing employment opportunities to its citizens.

Prime Minister Narendra Modi today greeted engineers on the occasion of Engineers Day. In a tweet, Mr Modi said, the intellect, dedication and curiosity of engineers has led to several path-breaking innovations.
Mr Modi also paid his tributes to Bharat Ratna M. Visvesvaraya on his birth anniversary. Mr Modi said, M Visvesvaraya is remembered and respected as a pioneering engineer. Engineers’ Day marks the birth anniversary of M Visvesvaraya.
About Mokshagundam Visvesvaraya:
A scholar, statesman, educationist and perhaps the most celebrated engineer in India, Mokshagundam Visvesvaraya was the embodiment of everything a country needs to strive for a better future.
This year will mark the 48th Engineers Day celebrations in India, held in commemoration of Visvesvaraya's 155th birth anniversary.
Visvesvaraya played many parts in his life and the day is marked as a remembrance of his achievements and spirit of progress.
Born on 15 September 1861 in the village of Muddenahalli in the Kingdom of Mysore (now in Karnataka), Visvesvaraya lost his father, Srinivasa Sastry, when he was 15. Following his death, Visvesvaraya moved with his mother Venkatalakshamma to Bangalore where his maternal uncle H Ramaiah lived.
At Bengaluru, he was admitted to the Wesleyan Mission High School in 1875. Later he joined the Central College from where he graduated with distinction. He then moved to Pune to join the College of Science to study engineering, where he passed his engineering examination in 1883, standing first. He specialised in Civil Engineering.
Visvesvaraya took up a job with the Public Works Department (PWD) of Bombay (now Mumbai) and was later invited to join the Indian Irrigation Commission.
As part of his usual work in the Public Works Department he was engaged in road construction, maintenance of public buildings and laying out plans for city developments, in many important towns.
The Block System of Irrigation, a scheme prepared by Visvesvaraya, was a big achievement. The scheme was prepared at the instance of the President of the Indian Irrigation Commission, 'to make irrigation works in the Bombay Presidency more popular and profitable and yield a reasonable return on the outlay that Government had incurred on them.'
During his stay in Bombay Presidency he came in close contact with men like Mahadeo Govind Ranade, Gopal Krishna Gokhale (1866-1915) and Bal Gangadhar Tilak(1856-1920).
He also designed and patented a system of automatic weir water floodgates which were first installed in 1903 at the Khadakvasla reservoir near Pune. These gates were first used at Khadakvasla dam to control the flood of the Mootha Canal flowing through Pune. The gates similar to the ones developed by Visvesvaraya were later used in the Tagra Dam in Gwalior, Krishnasagar dam in Mysore and other large storage dams.
Following the success and at the invitation of Nizam's Government Visvesvaraya took up the appointment of the Chief Engineer at Hyderabad in 1909. Here, he designed a flood protection system to protect the city of Hyderabad from floods, and subsequently earned a celebratory status.
Later the same year, Visvesvaraya joined the Mysore Service as Chief Engineer. After three years of his services as the Chief Engineer, Visvesvaraya was appointed as Diwan of the Mysore State by its ruler, Krishnarajendra Wodeyar. Visvesvaraya served as Dewan for six years.
Visvesvaraya received India's highest honour, the Bharat Ratna, in 1955 and was also knighted as a Commander of the Indian Empire by King George V for his myriad contributions to the public good.
